OER may be free, but you still need to invest to use them - ARIAM MOGOSESTHER GACICIOEDMOND GAIBLE, World Bank

Calls for access and equity underpin the OER (Open Educational Resources) movement, but it’s yet to be seen if the potential impact of OER will materialize in education. Perhaps COVID-19 will change that (cautiously said).However, it’s important to consider that successfully using OER requires a substantial investment of resources, particularly in time and capacity. Without the work, there will be no reward. The team at the World Bank has written about this before, but we felt compelled to reiterate some of these points during the COVID-19 pandemic.
